ASO is the term used for a plan that is not underwritten by the insurance carrier, that is, the carrier does not assume the claims risk but only provides claim payment services.  There is no premium paid.  Claims are adjudicated based on the services agreement and the employer assumes full liability for the claims risk.  The carrier charges the employer for the claims paid plus the applicable fees and taxes for claims administration.
